Not really, he probably pays fees for the Student Union, clubs, intramural sports, gym, cafe, possibly other campus life stuff that he was unable to use. All the things that he could not use should be at least partially refunded to him.
In my area, it took a bunch of students complaining to the media to get one local college to at least refund a prorated amount for room and board that they were not going to be using.
