This makes no sense to me. They are in a confined environment and obviously can’t go out in public. Don’t they test prison employees for the CV?
The same situation here in Fla. If your suggesting an employee infected the inmates that is certainly one possibly. Remember in many states inmates have face to face visitation with family and friends... Not to mention congigal. Also volunteers e.g. churches and teachers. All it would take is for one inmate that works in the prison kitchen to get infected and off you go. The kitchen infection theory my personal guess.

Most likely the disease was brought into the facility by a member of the staff. The fact that not one inmate has died is very telling. And did they test for people who have antibodies. Most likely many of those that tested negative have already had the disease and have recovered.

To even have a chance of isolating the facility from the virus, they would have to test every single person every single time they left and reentered the place.
