Great idea! I may be wrong but it will stop or slow RE-INFECTION from abroad.
AND forces employers to hire Americans who would be displaced by the H1B visa crap. The H-1B is a visa that allows U.S. employers to "temporarily"(they over stay) employ foreign workers in specialty occupations (for less $ than they would have to pay Americans).

Temporary? Sure, until unemployment is down to where it was earlier this year.
Coverage? ALL WORK VISAS, including H-1B, H-2B, L1, L2, and others. ALSO INCLUDE all work visas for anyone released into the US while awaiting immigration hearings!!!
