As an engineering officer during my time in the Navy, we used the CasRep (sp?) reporting system for material problems. I am sure there must have been a similar classified system for the type of problem he wanted to report. He should have used that and followed the chain of command.
So the letter could have gotten to the press due to the Captain’s negligence...his failure to follow proper procedure?
