I have no problem with State's seeking money for increased costs related to the national pandemic. However, I too oppose States seeking to be bailed out for their own mismanagement and lack of financial courage.

To bail a state out for higher than anticipated Public Health Department costs associated with buying and distributing face masks and testing patients and tracking contacts of confirmed Covid-19 patients, is fine. Paying off unfunded public employee pensions is not.

Paying a State that had an ancient unemployment insurance program written in COBOL to be modernized is not OK. It should have been done and paid for by that state long ago. The software being out of date is not the fault of Covid-19.

I too favor bankruptcy, as it will force a federal judge to manage the State's budget making process and force Legislators to make hard decisions or be in contempt of court. States need to learn to say no to labor unions and public employee groups. States need to make some hard decisions on the funding of higher education, especially in degrees that have little prospect of providing meaningful jobs.
