Part of the problem is the testing rates Upstate. They suck. Very small percentages of county populations have been tested. Another problem: hot spots in nursing homes and correction facilities. And positives who won’t stay home. That appears to have been a huge problem in Steuben County. The nursing home situation there needs investigating, too, what did the locals and state know and so, and when did they know and do it.
