Doesn't the SBA have rules designating what a "small business" is, and only they are eligible for funds?

But I see your point: some banks/lenders may try to go around any rules and try to get some money to PP. But then, aren't they 501c3? Shouldn't they be getting funds from donations? Is there an SBA rule on 501c3's?

Written into the program is that certain non-profits can apply even if they aren’t small businesses. I would guess that is the route that planned parenthood would try to use.
