Are you referencing this pic? Of all of the pics of Joe kissing and touching children that HE DOES NOT KNOW, this one is in-your-face molestation. His hand is purposely on her chest. It takes concentration to put your hand in a place and to keep it there. He knows what he's doing. Also, you can tell by the little girl's reaction--she jerks him away because she knows he's touching her inappropriately.
