Article I, Section 5, of the United States Use of Quorum!!!!!
Constitution provides that “Each House [of Congress] may determine the Rules of its proceedings, punish its members for disorderly behavior, and, with the concurrence of two-thirds, expel a member.”
Each House shall be the Judge of the Elections, Returns and Qualifications of its own Members,
AND a Majority of each shall constitute a QUORUM to do Business; but a SMALLER NUMBER may adjourn from day to day, and MAY BE AUTHORIZED TO COMPEL THE ATTENDANCE OF ABSENT MEMBERS, in such Manner, and under such Penalties as each House may provide.
Each House may determine the Rules of its Proceedings, punish its Members for disorderly Behaviour, and, with the Concurrence of two thirds, EXPEL a Member.
Since it's something that the House can't do, the House is free to adjourn.
But not the Senate, so Feinstein, the ranking member of the Judiciary Committee, complains.

The longer Congress is not in session, the safer we are.
I have no problem with that as long as they are not getting paid. No work — no pay.
Congresspeople could do most of their work remotely, just as businesses are doing. Of course, that would mean staying in their home districts and having to rub elbows with their constituents instead of partying and cozying up with their lobbyists and the occasional hooker.
There’s no good reason left at all why these people have to troop off to Washington to conduct business. This is 2020, not 1789.
