Northumberland county gets to open. There are 13 counties that are in better shape than Northumberland that are not allowed to open. Franklin is not one of those counties, but the thinking on who gets to open and who doesn’t, seems to not make sense, objectively.

I don’t think the process was as arbitrary as it’s made out to be. The governor basically decided NOT to do this on a county-by-county basis, but instead aggregated groups of counties into large regions of Pennsylvania. The counties that have been upgraded to the “Yellow” stage are simply those in the northwestern quadrant of the state.

the yellow phase is Wolf’s ruse of making the rubes think they’re getting something out of the lockdown; yellow means same as red, except maybe the fabric shop down the street might get to open...anything meaningful, like personal services, still strictly forbidden...
