Not really possible for NYC at least, which is about 1/3 of the national total, to have inflated them enough to really matter. Mostly they appear to have vigorously bungled things by shifting care to nursing homes which were unprepared and unsuitable for caring for corona-virus infected folks.

Typical April is less than 5000 dead in NYC for all causes, but this April had about 18000 for COVID. Even plausible widespread fraud only shifts it by a few hundred
