What a heartbreaking situation. God certainly doesn’t want carnage like that to happen, but His adversary does. I don’t think we’ll ever know until the very end why the adversary is allowed to get away with it.

In the Bible we never hear of angels themselves sitting on thrones - they are supposed to be the perfect servants of the Most High.

So the only "angel" who would be sitting on a throne would be the one mentioned who sits on a throne that is in the heaven between ours and God's Heaven is

I will ascend into heaven, I will exalt my throne above the stars of God;

Isaiah 14:15
