No. It really doesn’t. It states that the number of Hillary Electors that played silly games would have been enough. But that never actually happens since at least the Civil War, when the votes are close, and I’m not sure it has happened during that time to a winning candidate. It only happens when an Elector for a losing candidate decides they have nothing to lose in doing something silly.
