I agree, it never should have been passed.
But the vote wasn’t about it being extended. It was merely a vote on the amendments offered up to be included in the extension passage, when and if it passes. The amendments offered up did not pass, as it needed 60 votes to pass. Which means that pass or fail nothing goes to the president at this point. That won’t occur until the extension its self is passed. Then the president can veto it.
