I've been scanning the decision. It seems to focus on the fact that the health secretary made an order that had a penalty (jail and a fine), and therefore it was a "rule" that should have come from the legislature and not the executive branch.

Instead they will threaten to pull business licenses, which is what Tom Wolf is doing in PA.

Like Whitmer pulled that 77 yesr barber’s licence after Whitmer lost in court?
Well he just went on cutting hair. Who needs a licence to cut hair anyways?

Destroying one's entire livelihood seems to be nothing more than an especially draconian fine...

Half Whit in did this in Mi yesterday when the court ruled she cannot stop a barber from opening in one of the small towns in Michigan she pulled their license illegally without a hearing the day after the court ruling.
