Among other things, there is the fact that chip foundries create chips from silica. Silica is refined/extracted from sand.
What does Arizona have an awful lot of?
The business climate has a lot to do with it too.

Arizona has room, proximity to business-hostile California and the important west coast for exports. A big league airport. Mature infrastructure near Phoenix (and Tucson to a much lesser degree). Arizona has a big league city (Phoenix). Some concern about water and power demands.

Congressman Andy Biggs told me that despite their political differences the entire AZ congressional delegation and Senators are lock-step in doing what is best for AZ and that includes bringing businesses to the state.
