Mitch campaigned on repealing it - give us a congressional majority and we will repeal it. We did. They didn't.

Congress killed the penalty a while back. Then a TX Federal judge ruled it unconstitutional. And now the Supremes are about to rule on that TX case, likely to evaporate it out of existence.
