Not sure what he means by a "foolproof" vaccine, but if he is equating "foolproof" with a 100% guaranteed inoculation, then PA will be shut down for many years.
It' been over a century, and we still haven't come up with a "foolproof" flu vaccine, which is - at best - 45% effective in a 'good' year.
