Churches are typically corporations from a legal standpoint.
He can absolutely do this.

Democrats don’t like it they can bitch at the 81st. Congress which passed it.

My understanding is that in just about every state churches are open and allowed to meet but the number of people who can attend is restricted. That's state orders. I don't think Trump has the authority to overrule that.
