The moment I saw the FR post showing the immediate Twitter response to Biden’s remark this morning, I posted that he just ended his candidacy.

if he had wanted the job, he would have run last time (BHO had no actual power over that)
he likes “having to be consulted to step aside” and “being considered the leading candidate”
