My experiences in Atlanta are that when a guy reacts like that when a camera takes his picture he is either an under cover cop or is wanted by the police and the ratio is one of the former to 19 of the latter.
My take on your comment. Close haircut, loose overshirt, tight undershirt, clean shaven. Cop carrying concealed using the overshirt to hide his IWB piece. Situational awareness is a good skill.
