I was at a Colorado bar and grill just yesterday, PACKED to capacity with no one wearing masks - not even the staff. The local police showed up, smiled and chatted with customers, and left. This experience and many other similar stories tells me the people are in charge now.

Not sure about this specific incident in Philly, but in some of these recent police/citizens situations, some of the cops seem to be saying, "either you go save your life by staying in a safe quarantine, or we're gonna beat you to death".
