Uh no. Voting is selecting candidates or yes or no on issues. If i hand my ballot to the poll worker and they decide whether or not to put it in a balloon box, they are not voting for me, they are processing the ballot. If you mail my ballot, you are processing my ballot to the registrar not voting for me.
If you decided to destroy my ballot you are guilty of fraud.,
