IF THE MPD ALLOWS THAT TECHNIQUE, THE COP COULD WALK. Inconceivable that you can use the with cuffed individual and 3 other cops around.

Depending on the way someone’s head is positioned and the weight of the person applying pressure to their neck, the knee-to-neck maneuver can cause significant damage, said Seth Stoughton, an associate professor of law at the University of South Carolina.

There was a hostile crowd. The cops could have been restraining the suspect limb by limb, but they had to keep a defensive posture against the hostile crowd.

Disclaimer: I hate cops.

“IF THE MPD ALLOWS THAT TECHNIQUE, THE COP COULD WALK.”

Perhaps you’re right.
Side note, I wish the Mayor would shut his fool mouth.
Those cops could also walk on appeal, based on the Mayor’s prejudicial yapping. He ain’t the jury & it’s not his job to render a verdict.

If the MPD allows that, the civil rights groups will own the keys to the city, or (deep pockets, taxpayers) the state.

Mr. Kneecap had TEN prior excessive force complaints.

Guess who declined to prosecute? Current US Senator Amy Klobuchar.

There goes *her* VP bid.

...and the oriental cop had a previous excessive force incident ($25k payout) for kicking a handcuffed teenager in the mouth and knocking out some teeth.

The Minneapolis Police allows their officers to carry firearms, too. But if you misuse your firearm and kill someone unnecessarily then you are going to be prosecuted, convicted, and jailed. Just ask former Officer Noor.

There is no reason why this officer should walk. He killed a man unnecessarily. His actions were deliberate. He should be prosecuted.
