We might only wish. The capability is present. The direction from political authorities most likely is not. Democrat officials clearly do not wish to offend the rioters by actually enforcing laws against them. They are after all their favored constituency.

They are only bothered because they are discovering that the violence is uncontrollable with the measures they are willing to use, and the violence cannot be reliably directed against their opponents.

What would stop the riots permanently is going after the "Non-profit organizations" which support them. The riots use mostly local talent, by they are directed by a national level cadre of professional "community activists", and various "charitable organizations".

Follow the logistics trail - and the money. Who is driving the supply cars that furnish runners with eggs, bottles, and stones for the activities? Who delivered that pallet load of bricks to a NY riot scene. Who are the lawyers that are on standby to get rioters out of jail once they are arrested. Who is posting the ads on Craigslist for "activists" and where are they getting the money to pay them?

This is not as exciting as shooting a bunch of looters, but is far more effective.
