Believe me, I'm in the side of the law...these rioters/criminals are using a tragedy as cover to get their yayas out and get some freebies, and possibly facilitate worse.

If they're outgunned or if this has reached such an absurd level then yes, ask for help. And yes, where is the NG?

But on some level, you have to ask...if all 9000+ police are on duty, and if they've had hours to plan and get intelligence and amass ordnance, and they're asking for the NG before it's dark...when this is all said and done some heads should roll.
