I read the National Guard developed a novel tactic for the Twin Cities (Land of 10,000 lakes).

They are loading up firefighting helicopters full of water and dropping water on the rioters to soak them.

Too bad this couldn't have happened three weeks ago while it was still cold outside.

Maybe they can put indelible but harmless dye in the water before dropping it in on anyone breaking curfew.
