How about an actual semi-auto Kalashnikov 12 gauge shotgun? Most of your sight lines in a city are going to be well within the capabilities of a 12 gauge and 20+ rounds of "go away" will do wondrous things to assailants.
A semi-auto “just about anything” would be better than a single shot bow.
A semi auto shotgun would work, and if they started to
shoot back at range, a nice Kalashnikov knock off would
also work.

I always though a 12 ga pump shotgun filled with these would be excellent for crowd control. (starts at 4:45)
