They are the highest elected law enforcement official in the land.
The county Sheriffs.

You are correct about the insurance. I used to turn it down every year on my rentals. In a town of 600 I didn’t worry about civil unrest. It’s not an expensive addition though.
There is if you bought the coverage, which you get a letter about every year. I got the letters for the 20 years I owned my rentals.
Stores, who cares? Rich companies will write off the loss and build a new store. But let the mob burn some celebrity mansions or a movie studio and see what the response is.
