I agree with this assessment, plus I'd add to it. If you recall Trump's actions at the outset of the Wuhan Virus emergency measures, Trump was ahead of State Governors and big-city Mayors every step of the way. Literally every time one of those do-nothing Dems tried to point the finger at Trump as the party at fault, it boomeranged right back at them. Whether it was ventilators in desperate need, getting "scientists" to deliver messaging directly, to putting medical-care ships in NY and California to handle the hospital overflows, he literally boxed them in. He made these weak politicians accountable to the citizens of their States and Cities. And they squirmed like pigs, and squealed like little girls that saw a spider.
He's doing it again here - putting expectations and accountability where it belongs: on the Governors and Mayors. The left is now pointing out FOR him, he does not have the power to unilaterally send in the US military (unless he exercises his powers under the Insurrection Act). Simultaneously, the lefty Governors and Mayors are tacitly admitting that THEY have the responsibility to address the violence, and also own the results of their actions (or in-actions).
If the Dems (media or elected officials) now try to say that Trump is at fault for failing to prevent violence and looting, he just has to point back to those same folks' statements that he doesn't have the power to do that. Note also that Trump volunteered the full support of the Federal government resource to help if they need it - they only have to ask. Not only is this the way the law works, it puts the Dems in a tight-spot: again, either "owning" the situation directly, or asking Trump for assistance. We'll see which they find more distasteful.
