Hanging ALL of them would be an effort comparable to Roman justice post-Spartacus. Probably too much work and mess for us weak modern folks. Their sides solution was exemplified at Katyn. We probably don't want that either. I'd leave capital solutions for the most guilty, especially the leaders. Imprison another tier. Try to future proof it by using 14th§3 to bar many from future elective power. Then find a modern McArthur to occupy their education system power base.
