Is she claiming the 3rd amendment prevents this?? Even that would only apply in the mind of a liberal.

He needs to declare martial law.

She has no right to asking them to leave unless she is or is acting on behalf of the owner of the hotel. She has no authority over who is permitted to be in the hotels.

It is a double edged sword.

I would assume that she is making such a claim. Might help if she read the (Amendment 3 - Quartering Soldiers)
“No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law.”

Obviously, the mayor isn’t the owner. The true owner has consented. There is a legal contract as prescribed by law.
