I remember back in the 1970s NJ State Police carried nun-chuks. They were outlawed to. The cops used them for choke holds.

It’s a big circle. Rodney King keeps trying to get up when told to stay in the ground. Policy was to hit the person resisting in this way when he tries to get up against orders. So it looks like King is being beaten for no reason.
Ok. Change policy. No hitting with baton. Use an alternative form of restraint, don’t hit with baton. Incapacitate with foot to neck. Much more humane than hitting with baton.

So long as everybody agrees on what tactics are allowed, and then all officers are trained properly in those tactics, and then officers are not doxxed, suspended, or fired when they follow the guidelines, I think it is reasonable to ban some things if you think they lead to a week of riots and looting.
ALthough this wasn’t a choke hold case, so it’s a good example of liberals not addressing the current problem.

The fact that the council is going to ban choke holds now tells me that they WERE NOT illegal at the time of Floyds death.
