So, then, why are there so many asymptomatic cases in state prisons and detention facilities, but few actual hospitalizations?

The ‘residents’ are contracting it somehow, some way, from some one.

Possible explanation: The asymptomatic inmates caught it from inmates or prison workers who did have symptoms well before the disease was identified as a threat.
