1. The Gangs in many areas maybe better armed then the Police.

2. The Gangs have no rules of engagement.

3. The Police have to answer for every broken finger nail of their 'victims'.

4. In many areas the local politicians do not support the police.

Now what would a logical police officer do in this situation?
