You don’t think that once the cops had his car, his plates couldn’t be run to determine his address and he couldn’t be scooped up later? Again, he was on foot. Cops don’t get to shoot someone for running.

DUI laws likely forced the officers hands. Once they determined he was drunk by field tests and the handheld breathalyzer they needed to confirm the results at the precinct. If you watch officers body cams, there was no indiction he was going to resist arrest until they tried to put the cuffs on him..
