This will never end. It has not for 155 years, at least certainly not since LBJ officially opened Pandora’s Box. They will never ever be happy.

Yes. The cities learned during the riots back in the ‘60’s and 70’s that you need to get control of this stuff immediately, otherwise it grows and gets worse.
It’s like stopping an infestation of bugs - you need to eradicate it fast, or the bugs just keep multiplying and get out of control.
