They are separate categories.
The total (738 miles) reflects the total funded Program, as of today.
There is an additional $3.6 billion in this year’s (FY 20) Military Construction funds, that were announced for diversion to Border Wall construction, but those funds have not yet been transferred between accounts. That money is not yet reflected in the mileage totals.
I think if that money comes, the total would be more like 885 miles.
Additionally, 221 miles of pre-existing barrier has been assessed as effective. With that included, it would total about 1,100 miles of effective barrier - which is reportedly what the Comprehensive Plan for Full Operational Control of the Southern Border estimated was needed.
I doubt that is just a coincidence. It seems to me that the money has been identified to pay for all the (really) required barrier, during President Trump’s first term.
Even if it takes contractors a year or more beyond that to complete construction, and deliver their contract obligations, the contracts should be awarded, and the funds obligated, before inauguration day, 2021.
