scientists arent paid enough by a long shot. Pay them and they wont be double dipping.
Scientists are paid plenty. If they want to be paid more they can go into the private sector and give up the security of their government grants. Many do. Many, like universities, also double dip as it is without China even factoring—getting taxpayers to fund their research and then being free to profit off of it.
