I am surprise a patriot has not set up cellphone and wifi jammers yet. They loose their internet in the zone they will leave the zone.
If this territory was being occupied by a bunch of ranchers, the response to this incident would have been snipers and swat teams.

Nothing is impossible.
If your city is in a state of war, you must take out the command and control communications even if effects everyone within that zone.
You can limit the effect to a couple of blocks by having multiply low level power jammers. Some movie theater about 10 years ago were using jamming until the FCC step in.
You can build jammers using HackRF One.
You can also use Stingray to to denied service to cell phones once you figure out what cell phone is what.
Thinking about it you can use Stingray to watch for their command and controls apps accessing the Cell data network to identify which cell phones to block.
Either way their Command and Control communication need to be taken out. If that is every cellphone and wifi signal in the area so be it.
The police have their own communications systems on different frequencies.
So, the dimwit white girls there... are they the social workers who arrived to help out? ;-)
The city is complicit in their crimes. The occupiers have stolen, defaced and destroyed property. They have killed people. They have illegally sequestered people. They have threatened people and extorted their money. They are illegally occupying the area.
The mayor and governor are criminally responsible for these actions.

They never know how to shoot, usually shooting blindly while they run away. Why would anyone ever work in those areas? Move out, and let them starve.
Wireless can easily be shut down in a isolated area. Most could not live without internet.
