Lincoln County got more diverse between 2000 and 2010, going from being .3% black to .4% black.

But the prisons are fifty percent black.

I really doubt that. With the population that low, they tend to assimilate. I probably knew between 5 and 10% of the blacks in county. They were just other folk. If they want to be part of a sub culture, they’d have to move somewhere else.
