Muskie was Humphrey's running mate in 1968 and at one point looked likely to be the Democrat nominee in 1972, except that the McGovern supporters had more enthusiasm. Plus there was that incident in New Hampshire where he may or may not have cried.

In all of American history, only one VP nominee on a losing ticket later came back to win the Presidency--Franklin Roosevelt (the VP nominee in 1920).
