Emperor Inslee is being particularly harsh on just 3 counties: Benton, Franklin, and Yakima. Interestingly enough this is sort of his "home turf" as he began his political career in this area which has been called, a "district...dominated by the Yakima and Tri-Cities areas [Benton and Franklin counties]". So, aside from the fact the folks of the 4th Congressional sent him packing from his one term Congressional seat in 1995, why has he singled out these counties for particular punishment? The answer, I believe, lies here:

Franklin County:Jay Inslee 40.35% Bill Bryant 59.65%
Yakima County: Jay Inslee 44.98% Bill Bryant 55.02%
