Top speed in a straight line is not affected by weight. The time it takes to get there, yes.
Weight is a factor in acceleration (F= m x a) but not in top speed. For a given amount of power, top speed is all about aero.

I still like the story of the three guys in the Mercedes under NORMAL TRAFFIC conditions. A lot of planning and ingenuity.
