Why not spray the protesters with a spray that will not come off and will allow identification? Have a secret solution that will take the spray off after they are identified and booked.
Pepper spray already has an invisible UV dye marker that could be used. Also, google “digital water”.

Sorry, it’s “smartwater”. Water with a unique identifier put in it at the microscopic level. It can be tracked weeks, even months later.
