There is photo recognition software on the web too. Why is the FBI acting like it is 1970s, and they have no idea who these people are?

Were I the investigator I would use every tool possible to locate a suspect. Facial Recognition aside this age old tool could help to identify and locate a suspect. This is still why there are pictures of the 10 most wanted in the post office.
