If it is neither verifiable nor credible, why should ANYTHING “obviously” have “some basis”???
Your second point does not follow the first.
Let's say you told my boss that I was stealing from the cash box. The fact that the person who keeps the cash box then goes to the boss and says that no money is missing does not mean that your report has some basis.

And if you actually read what the press secretary said, they are inviting congress to attend a briefing on the issue. Not they're going to brief the intelligence committee and couldn't name anyone specific who'd be attending the briefing.
In other words, you can come and find out that there's no basis to the New York Times report, if anyone cares to bother showing up for a wasted hour.
