olice have branded a group of people attending an illegal block party in west London as 'disgusting inhuman thugs' after officers had bottles thrown at them and were threatened with a knife. Officers came under attack with bottles after they tried to clear a 'block party' in Havelock Close, White City. Taking to Twitter, the Southall Broadway Police account said: 'The team and @MPSDormers Wells were amongst these front line officers coming under attack from missiles as well as thugs trying to fight, one even brandishing a knife at us. 'Unfortunately some of us were injured during this incident. Disgusting inhuman behaviour from these thugs.'

This sentence was, I assume, written by a professional writer, in their professional capacity.
And it might have even been reviewed by a professional editor.
I don’t really believe that the writer intended to say that the officers had thrown bottles at the partyers.

My old neighborhood had a block party every year. We got a permit.
It seems you can threaten a poice officer with a knife, throw bottles and whatever at them and they get dispersed. However, if you are a car person having some fun with your car you get a fine and lose your license. That makes sense in this bazarro world, oh wait that only happens in England.

You could have just barricaded off the entire block and provided your own security. Why should you be the only one required to get a permit?
Anyone having a block party is required to get a permit.
The permit requires you to supply your own security. Given that you are blocking access to a public street or road it also ensures that the local LEO is aware of the closure of the road.
Maybe I don’t understand the meaning of your original post.
