we declare a 100-mi dmz the first 100 miles into mexico
its a no-go zone
anyone alive in it dies
the dmz becomes a training ground for us troops and weapons testing.
the upside for mexico is we get rid of any criminals of theirs in that 100 mile area
if they ever want more of their criminals dealth with, they dump them into the dmz and we get fresh targets
