I have been utterly confused by the tendency toward fads in education. One cockamamie thing after the other, all of them a waste of time, money or both.

Fads produce failure. And like all other government agencies, they demand more money to fix the problem. Which they get in every budget. Of course, they stay the same, continue to fail, get more money to fix. Wash, rinse, repeat.
